This woman probably watches a lot of biased media where a lot of the things the media say aren't true. My other assumption is that she both a liberal teaching and a Hispanic women who grew up with the mentality of police officers being tribal white males who were ex-military. Times have changed since the 1960s and 80s. Times have changed and traditions are dying in a the police culture. A lot of new officers coming in are college educated with zero military experience. Many departments in CA are now multicultural, so now you have white cops working with black cops, Asians, Latinos, and you also have women serving as police officers.
There are also many cases have put higher restrictions on the use of force. Tennessee v Garner made it so that deadly force would have to be the last resort while Graham v Corner defined the factors when you could use force. Police departments aren't out to hurt people, they are out to keep the peace, prevent crime whenever possible, and respond to calls, and then spend most of their day filling out reports on what they did throughout the day.
Also department like California Highway Patrol only serves one of two purpose. It's primary goal is generate revenue through traffic fines, the second goal is to maintain traffic safety through the use of deterrence. Because CHP knows that people don't want to get a ticket, so they will drive safer while in the presence of an officer on patrol down the highway.
