Great job paulguy, I think you're the first person I've seen to take pixel art to a whole new level. I'm not being facetious, I genuinely enjoy this and I think it looks really well-executed.

If you could make a town, I'd be impressed fully.

i can already hear the clerk saying "oh god, it's that handicapped child from pallet town again"

Is it possible to make 1x1 Cubes for this?
(is 2/3 of a brick a cube?)

Yeah, to do an entire pokemon map or even just an entire town would need to be done from a different approach (probably utilizing prints and custom bricks for a lot of stuff) to not go over-limit and not just take an absurd amount of time.  Another problem one may run in to is that the elevation changes in a pokemon map may not make geometrical sense when you connect it all together, though there are a lot of transitions which should help resolve most of that.

Meh, I don't know...
I never liked pokemon in my life, but this arena is pretty interesting to me.

Great job on the effort though, keep it up
