you could probably salvage a few parts off your old computer (case, hard drive, optical drive, operating system) and build a new one using some old parts to keep it cheaper

yes, completely maxed out
i mean, to be honest the build you linked to can also run gmod maxed out since gmod is a very old loving game and my intel graphics can max it out too
but my build can also run a lot of modern games at very high settings, the one you linked to will have problems with new games

here's a better option if you're afraid you'll damage something.  if you're willing to pay some more to have a good computer, then find a guy to build it for you for a low cost.
