Gmod. Both being sandbox games, Gmod does not use an outdated engine. Source is used for, well. stuff search it.

Tourque is uh, a little run down. Its hardly a sandbox when you can't code something really amazing, there is always a loving limit for Tourque.

Oh and both games have their strengths and weaknesses.
Modding for gmod can be a real bitch, as a lot of it isn't actually scripting. Plus its a more technically demanding game.
Blockland is easier and lighter.
