It's not that it's bad, it's just that Windows 8 was essentially a test to see how quickly consumers would get used to the new flat design interface. Windows 9 is going to be a reworking of Windows 8 that should hopefully please a few more people.

The main downside to Windows 8 is that it's a huge mess, a clusterforget of tablet design and desktop design. I like the idea of modularity, but it's impossible to perform any necessary tasks on one side of the spectrum without encountering the other. 8.1 made this interface much more usable than in 8, and I'm sure they'll learn from their "tests" in w9.
