I don't think you read that article. The article clearly states that he breached security protocols and stole sensitive information from the Canadian government in exchange for a direct payment of video games. It doesn't matter how old you are, that takes some serious loving skill.

Anyway, to actually answer your question: yes google has been down. Root server DDoS attacks have occurred in the past that cause an entire section of the internet to 'black out' because it is impossible for computers to resolve hostnames (google.com) into IP addresses to connect. Google has taken some damage from these attacks.
