So I want to build a PC with good performance for the lowest price possible.
Here are my parts, you may recommend me substitutes for the parts. My budget is about $400, no more.

no, not really. that pentium is much, much better than any A4 CPU. maybe some AMD's are good for sub-400 builds, but DEFINITELY not 500 - 700 range. like, for example, an i3 is better than a fx-6300 in games, and costs the same. H81 motherboards are also very cheap, you can get some even cheaper than AMD AM3+ boards.
