Depends on what services we're talking about here.
If someone was willing to pay me for any service that I can do, then I would accept that, but that doesn't make it likely.
If you're talking about services such as making models, scripts, textures, add-ons, music or other such things, items that can't be created in-game, then I'm certain that there already is an ample amount of payment going on for such things.
The ability to make those sort of things is a professional skill in this community that not everyone has.
I know that there are plenty of Add-Ons and things, both private and public that have been created because the creator has been paid.
That might be in money, or it might be through in-game rewards (such as Admin on a server, which is common).
If you're talking about making a build however, that's a bit different.
People probably would accept money for building such things, but it's not common.
Mainly because no one is really offering money for that. It's nice to have a build that you can use, but there's nothing more you can do with it. There's no monetary value in owning that build, and furthermore once you have it, anyone who visits your server can also have it, compared to private Add-Ons which somone can keep for themselves or their clan.
On top of that is the fact that most people build things for themselves or with friends. That's kind of the ideal around the game. It's not really the sort of thing people consider using to make money. Particularly when the community is so small that there's not enough money in it's economy to really drive that sort of thing.
People might offer server-priviledges for people who help build a project, but it's basically unheard of that someone ever commissions an entire build from someone, or that someone helping out in a build gets paid for it.
The closest to that we ever tend to get is when people, like bisjac, host building competitions and then give away prizes. Even these tend to be Steam Games rather than money alone though.
And while the competitions can be for such a purpose, they don't tend to be done so that people can use the finished items. They're not really a service.
