The NCR is not the most powerful group though. They are overextending like a motherforgeter and they're already spread thin as it is. Granted, they're probably still the best shot for long-term stability in the region. Basically this game boils down to "no faction is perfect, but some (house, independent, ncr) are more perfect than others (tribal luddite dipstuffs led by a handicap with cancer)"
On that note, wow the Hoover Dam battle sucks worse than I remember. There's no sense of urgency or anything and it's just you mowing down opposition in droves. Assuming all your allies (I brought along the Brotherhood, the Enclave, and the Boomers) don't do it for you. Then you get to the legate and missile his luddite face off before he can even get close enough to use his sword.
"Yes let's continue to charge him with knives and pool cues, eventually one of us will get close enough to land a hit!"
