All servers die off eventually, but then they come back after awhile. I used to host an old Survive the Disasters server, basically you were in a box surviving dangerous things, most of it used events before I learned to code. Pecon's boss battles used to get low players everyday, but every time they added something new, the server became popular, then it went back down because it got old. All you need to do is make the server more interesting.
