computer help - wtf

so my dad is working on his taxes, and for some reason, hr block is being a weirdo
the program refuses to open on the normal user (lets call it a)
so my dad creates another user (lets call it b)
my dad then attempts to open the program on B and it opens just fine
so that means that something on user A is causing it not to open
help?
