Try to use an elevated CMD prompt to run the program.

so when you try starting the program does the process actually appear in task manager and then disappear or does it just refuse to even do that

That's weird. Memory bug probably.

When you open it, check task bar to see if the process is running in the background.

Nobody got time to do that. It takes a full night to install.

it does a little "checking for updates" and then disappears nowhere to be found in the task bar

even weirder it works on a different user

i found something that might help, i think its an error log of some sort
