People not being able to connect to my server

Every time I host, I put it to Public, but no one is able to connect, once I asked a friend to come join my server, he said he couldn't connect. I don't know if people don't care, but I even tried a medieval RP because I know people like those.

Are you port forwarded / is upnp enabled

Usually port forward related.

But I had an issue last week that I finally realized player limit was at 0 for some reason and I didn't notice it lol.
Took me like 2 hours to figure out why no one could join...

I've tried 28000-28007 but nothing. ( i put that in port should I do that?)
