0 seems to usually mean it happened before ~16ms. At the low values it's pretty unreliable and the behavior is a bit strange, but it's probably still something pretty low, or your system's timing is really off and simply can't account for the time.
I'm on fiber and I generally get some 0s a bunch of ~16s and a bunch of ~33s. Could even be related to vsync, hmm...
