Yes you can; it's very easy and I am running a dedi-server off of Steam authentication right now.

Currently no, but there are no issues whenever it is running at the same time.
I think you can run pretty much anything you want to simultaneously, but I was never successful in getting dedi-servers to run under different Steam accounts.

Yes. But the trick is that you cannot use the Steam library to launch the client or server instances. You use the -steam argument.
I did thorough investigation of all this stuff before I created a hosting service.
