Objective-C IDE for Windows?

I wan't to make Apps for Ipads and stuff but the IDEs for Objective-C are for Mac only.

Is there one for Windows? (XP)

IIRC, you also need to pay Apple $99 USD per year to have your app on the app store.

You need xcode installed to get your app on the ipad. Either buy a used mac from ebay or something or install a hackintosh.
