You could start off simple with an engine like Unity. That is, if you only want to make a game. If you're in it to learn programming, go for C++ or Lua. Java isn't a bad option either, especially for something small like this.
Holy, what did you just say? If you want your game to actually be a game and turn out good, you need to learn programming and use a more advanced/open source engine like Panda3D or OGRE (don't you dare loving start that Shrek stuff).
It's his first game. He's not going to make the next CoD. The language or engine he starts out with doesn't matter at all, when it's easy enough to switch to a better one once you've gained enough experience,
