Random sounds from friend's server

When I joined my server, I've instructed him to disable all add ons and enable only a specific set of add ons. When I joined him, I heard a creepy high pitched laughter followed by a high pitched "EHHHHH" as if the sound was trying to repeat.
Please help, I'm not lying, and if you don't believe me, I guess its too bad.
My friend was trying to start an RP server.
