You should use Rackspace. It can cover so much more than that. I live in Arizona, and the Rackspace server I use is located in Rhode Island. I get a latency of 30 at max with 32 players (test clients) on ArmA: Gold, and I bet that it would also do you a lot of good on ArmA 2.

Teamspeak is like a solid 64MB max and websites don't generally exceed 128MB under fair load even with something like SMF.
And you can run ARMA II on 2MB of RAM. Especially if you don't even have to do graphical processing. It's just CPU processing, no graphics.

Anyway, 8GB is extremely unnecessary, and location isn't as important as you'd think. As long as it's in generally the same country, you should be fine.

I ran debian with 19mb idle and teamspeak shot it up to 30mb, site was about another 20 and I was planning on hosting a bl server
