ive been getting weird phone calls

so for about a month now, ive been getting calls from a blocked number on my cellphone. they usually call maybe 2-3 times per week, usually at about 9-12 at night. for a while, its just been silence after i pick up, and then they hang up after about 20 secs. but today i started singing "go forget yourself" for about 30 seconds and i heard what sounded like 2 coughs or something

Around 5. months ago, my house got telephone calls for about 2 months, around once every 2 days. Whenever I picked up, I would hear a noise which sounded much like a diesel engine for about 10 seconds, and the other psrty would hang up.

Also one week ago, my mother has been getting phone calls from some people who claim to be "IRS revenue agents", and they claim that there was evidence of fraud on the tax return.
