I think the most evil virus would be one where it stops the user from being able to do anything, including attempting to perform a hard reset, and then promptly attempting to force the physical components of the system to destroy themselves any way they can (ex. spinning up the fans to such a high speed they break, forcing the HDD to scratch itself, etc.)
The second most evil one would probably be one that deletes the OS and simultaneously corrupts the BIOS, A la CIH.

a virus that always makes your mouse jitter inconsistently, and very minutely.

I would go with one that secretly infects every system in your network and, after every machine is infected, play around with the fan speeds, HDD's arms and PSU power outputs to the point that it causes a total system failure.

A virus that makes your computer loveually attracted to you and wants to slice you richard up

Well, you can load the CPU and video cards to 100%, and overclock the video cards, so this is not hard.

One that would screw up your EFI bootloaders and CryptoLocker every disk inserted. Bonus points for causing hardware damage.
