my current html file only takes up like 0.0% of my storage (it's only a few hundred bytes)

The best way IMO would be to put the song in a .swf and embed it. Since Chrome and Firefox use different HTML tags for embedding an mp3, the .swf file would be universal.

then use ogg problem solved. swf would be terrible for that.
