why wouldn't you just use the counties that you already had
At this point, it's split up into three states, maybe four soon. South Florida is Miami. Central Florida is Tampa (much to the chagrin of Orlando), North Florida is Jacksonville.

being states or campaigning for statehood?
if you're talking about states, this is an alternate history where the nations are countries. I've put them into states simply so that not all of the state has to agree with one rule or law. We're running on a system where a state can exclude itself and say, if the rest of the states are at war, one can be neutral without being excluded or starting conflict inside the government.
if you're talking about campaigning for statehood though, tallahassee has wanted to be its own state, seceding from Jacksonville. This would hurt Jacksonville a bit since it is the largest state and can use that to influence others.
