Server Problems

I've been trying to host with this laptop that I have, and basically no one can join. It always comes out as --- ping,
I'm port fowarding 28000, I disabled the firewall, and I have the "Disable UPnP" box checked. People keep telling
me that I'm not port forwarding correctly, so then how do you port forward 'correctly'?

Does your laptop have a static internal IP?

Yes, I did both. And yeah, it does have a static IP.
Does setting the port range from 28000 to 28100 help?
Because sometimes when I set the settings for it to run 28000, it sometimes runs 28100 anyways.
