A random breathing sound every now and then.

Jump scares are what make a game scary, in combination with ambience. Take for example SCP Containment Breach.
You don't need jump scares at all.

Jump scares just condition you to be afraid of walking into a room or hallway. Jump scares can sometimes help, but they aren't what make the game scary. I do believe, however, that the ambiance is very important.

What about a setting? While a tightly packed mansion may creep me out, it certainly doesnt fit more than 8 players very well.

I would tend to think a healthy mix of open and tightly packed rooms would do good for some scares.

I would like to see a really developed story and plot behind the build. The plot its self should be profoundly wrong in some way (Flash Mob, torture, cannibalism, etc) and have a story around that aspect. Also its ok to have a few jumpscares here and there, but defiantly dont just have them. The main objective for the player should be to some kind of gruesome mystery with an insane twist at the end. Some movies to  to see what im talking about are ShutterIsland and We are what we are.

be SUBTLE, seriously, like 1 jump scare/hour at most, induce terror in the people playing it, not cheap, quick scares

You could do something like the movie The Thing. It takes place on Antarctica in a scientific research facility. Surely you could create a nice story line with that.

I'm well aware, I'm not really fond of hyper player counts anyways. Too many people to moderate and please. However it would be neat to have a group oriented server in order to keep things a bit more friendly when things are going right, and make stuff scarier when your friend disappears from behind you without a word.

Yaya, and Antarctica specifically sometimes has several days where there is no sunlight. There's your story. You have the opening to the story, and then something bad happens. Then, not too long later, the sun sets and the player knows that the sun will not be back for several days. It's like the sun is abandoning you (much poetic).

jumpscares are a loving stuffty piles of horrible excuses for being too incompetent to make something actually scary. They are not scary, or create tension, they just annoy you. Scripted jumpscares are worse, because most of the time, you know it will happen. (Oh boy, I am reaching the exit of this went to a room with blood everywhere! I am sure the jumpscare from the last 6 times wont be here again!)  There is a rule against them in the forums for a reason too. They are dumb.

You misunderstand the forum rules if you think jumpscares are banned because "they're dumb". They are banned because they scare people and because of that, are generally a very jerkish thing to do.
