Can't change avatar?

It keeps giving me this error whenever I try to change my avatar. I tried many different images with many different sizes, I tried uploading on an incognito window, and all I keep getting is:

"Your attachment couldn't be saved. This might happen because it took too long to upload or the file is bigger than the server will allow.

Please consult your server administrator for more information."

Upload a 75x75 image as your avatar that is under 4kb, then refresh the page. If that doesn't work then it is probably the avatar system screwing up again; it has been happening to me too.

Well now I don't get the message, but now nothing changes. I change my avatar and it has stayed my old avatar for 4 days now.

i know this is old but you haven't gotten the help you needed and i have the same issue so i feel this was necessary

This literally works within 5 minutes (for me at least):
1. Make sure that the image is manually resized (eg using Inkscape or something)
2. Make it 75x75, and export the bitmap as a .png
3. It should be under 3kb.
4. Upload the image onto the forums.
5. Hit save, and then wait like 5 minutes.

That's exactly what I do every time. Works for me.
