I have 20 dollars and I want to buy a couple of back issues.

well, i have been able to walk down to stores and buy stuff myself all the time.
i don't think there is an age requirement.

i've been buying stuff on my own since i was ten what the hell is wrong with you there's never been an age limit to anything that isn't research, weapons, or alcohol (among other things)

As long as you're not violating a curfew or anything there's no law.
The only factor is whatever age it takes for your parents to trust you going there on your own

Depends on what you're buying, but it only applies to weapons and stuff
