you can't really go any better than just mixing pure crystalline capsaicin with water...

Pure capcaisin is hyrophobic
So you can go better than that by mixing it with alcohol
Of course alcohol is going to burn enough on it's own...

Buy a bottle of tabasco sauce and a box of jalapeños.  Put them in a blender and wala. But be loving carefull. Dont use it unless someones trying to rape you. If you have never been pepper sprayed then you have no idea what it does. Dont buy or use it till you had it used on you. The stuff is worse than tazergun.
