He joined my server and then he spammed the 1x1 about 90 bricks high and then duplicated it so he had 67 bricks but he kept hold of enter so it would lag my server really bad

Wow, you misunderstood what I wrote. What I meant was that this did deserve a drama, I never said anything about banning. Even if you could just clear bricks, he still was a massive richard on the server and could potentially do it on other servers.

Were he to try this on any other server he would be banned rather quickly regardless of whether or not he has a drama.
