Can't buy Half Life on Steam?

I'm using a PayPal account, and I have the money, but PayPal reports that I do not have enough funds in my account. The payment is processed. Here's a few pictures.





Why can't I buy it? Am I doing something wrong?

it's PayPal's universal transfer fee (4%), it applies to any transaction that isn't transferred as a gift

you need $10.40
