I think I am getting DDoS'd? not sure. Help!

So I have been hosting some servers for a game called Unturned 2 lately.
A bunch of people I met in that community started sending me messages in skype saying my servers were down
(I run 3 servers)

I tried to remote connect to my server computer but I can't connect. Teamviewer keeps showing me that my server computer keeps logging in and out every 5 minutes.

Before I left for work today my internet at my house was very slow, but everything was running fine, just slowly.
I ignored it and left to go to work. I cannot do anything right now to my server because I am at work and I cannot remote connect. Google Chrome remote connect also will not work for me.

I can connect to my desktop computer at my house, but not my server. (Still slow)
My desktop can't connect to my server either. I tried.

You could request a new IP from your ISP.

Call your ISP, tell them your current IP and ask them to change it because you're being hit with a denial of service attack.

Drunk Russian has done this stuff to me before and doing the above was my solution to it

Also I talked to Valcle about it. At first he said I was getting DDoS'd but now he changed his mind and is saying I am not getting DDoS'd
