i cant find any that have like actual video editing tools that aren't ridiculous. like it has to be kind of simple, and i will resort to windows movie maker if i have to.

Live movie maker is terrible. I know this from experience.

I've heard good things about VirtualDub.

Install Linux, then? It's free and you can have both Windows and Linux on your system. Or, use that reverse WINE program I can't remember the name of. If you're willing to shell out $50, which isn't free but it's not bad for a video editing software (see: $600 Vegas/Premiere/AE), there's always Sony Movie Studio.
