This is pretty normal. CloudFlare keeps a cache of all files stored on the BLF to speed up the site, and because your avatar is stored like this:

http://forum.blockland.us/avatarUpload/avatar_USERID.EXTENSION

Changing to a png will always have one filename, and changing to a gif will always have the other. There's nothing you can really do, because this cache is server-sided. However, the cache does refresh every so often, so I recommend you change it (it will look the same) and just wait.

I'm positive he's aware of the problems, so, idk why he doesn't. it's not like it's hard. I literally logged into cloudflare and got to the menu in like five minutes

at least I'm pretty sure that's what that menu is for
this is what the options for caching are and I'm certain that "bypass cache" is the setting needed
