You'd have to search online; apparently the dotpdn.com where the download is doesn't archive older versions.
Scratched that, kept trying my luck for newer versions and looks like this is the newest one pre-4 build I can find. http://www.dotpdn.com/files/Paint.NET.3.5.11.Install.zip

Didn't install the update yet but if it ever accidentally happens (very unlikely of course, but still), this will surely help me. Thanks.

if add-ons break than this will make paint.net virtually useless for me because that's the only reason I don't just use GIMP
