Barely. It depends on the game. A lot are still at 720p and/or 30fps. Some handful of super games manage 1080/60.

Yes, especially while playing the game. There is indeed a difference in how the game handles. Play an FPS locked at 30 then play another that can go up to 60 and tell me that doesn't feel different. Because if you say it doesn't you are wrong.

30 fps is playable

Playable, yes. Just like hardtack is edible, or water is drinkable. It's not a filet mignon or a ten year old aged Cabernet Sauvignon, but it'll do.

yo just making sure everyone knows that you have to be at 720p or above to see the framerate increase, 480p and below still plays at 30.

If it's a video it's less noticeable, but if you're actually playing the game it'll feel a bit different.

I'm also pretty sure it'll look different in-game based on your monitor's refresh rate.

Oh for between 59/60? That's noticeable if you're a nitpicky little stuff but generally dipping down to 55 is not that big of a deal. You might feel a very slight difference between 59 and 60 but it's a minutia and one that the human eye is going to barely register.
