What if it's just hotter than usual where he is so the fan is kicking up to keep the CPU at a low temperature?

speedfan wont let me change it

If you're on a laptop and it's on a desk, put it on your lap because the computer is overheating.
If anything it would be the other way around

But it's not a laptop, so it doesn't matter.

The newegg link I found doesn't say, but the off the low res picture, it looks like a 4pin

i had it professionally installed

try cleaning it
the processor and if you have a heatsink , that too
clean the case off dust too

lol then it turns out that they installed it into one of the 3-pin case fan connectors instead of the 4-pin CPU connector

you could try but its less than a month old. i dont see how it got that dirty to not keep cool.
