Sony Vegas is powerful and rather easy to use. Obviously buying the professional version is out of the question, but luckily they sell a more typical-consumer version of it called Vegas Movie Studio. It only costs around the $60 range, and only lacks a couple of professional features.
Vegas seems to crash a ton, (Its not only me, freek has had the issue too from what I've heard) idk if that's because I'm using an old version, but the newer versions seem simplified and dumb.
Adobe Premiere I haven't tired at all, it seems a bit like after effects, but it doesn't crash as much as Vegas. Just more complicated.
I like vegas more though, I've taken a class in it and I've gotten to learn it unlike Premiere
Although, if you turn off GPU acceleration it crashes less, it makes it harder to use, just slower.
