Yep.

Oh look, the serbians were able top shoot down the F-117 with a modified SAM System using low frequency radar WHILE it's bomb bay door was open WHILE they had intel exactly where it was WHILE it was raining reducing the effectiveness of it's stealth design. 10 out of loving 10.
Advantages Of F-22 Over PAK-FA
- RCS
The F-22 is estimated to have the RCS (Radar Cross Section) of a metal marble, while the PAK FA has a RCS of a metal baseball making detection range of the PAK-FA farther, giving the F-22 the first shot with a BVR missile such as the AIM-120D.
- Avionics
The F-22 has a superior radar (AN/APG-77) to the PAK-FA in terms of range and target tracking. The F-22's APG-77 radar also has a LPI (Low Probability Of Intercept) which changes the F-22 radar frequency over 1,000 times a second and only using the energy necessary for searching and tracking targets. The PAK-FA will not have this. The F-22 would be able to operate it's ALR-94 passive radar emitter to find the PAK-FA's and the AN/APG-77 would be able to track it using a narrow radar beam which would be undetectable.
The F-22 is also able to detect missile launches from up to 250nm away while the PAK-FA is only able to achieve a 150nm (estimated) detection range.
- Weapons
The F-22 has a wide range of Air-To-Air weapons. The AIM-120D is superior to it's R-77 counterpart in terms of range and maneuverability. The Range of the AIM-120D is 97nm while the R-77 is only 43nm (latest version).
The AIM-9X also has a advantage over the R-73 in tracking capability and maneuverability. The AIM-9X features an off-boresight capability of 90º allowing it to track aircraft above, below, and to the side of the aircraft, which will be used by the new helmet mounted display allowing pilots to just look at the aircraft they want to lock onto and launch. The AIM-9 also has lock-on after launch which allows the F-22 to keep it's bay doors closed while locking onto the target and opening only to drop the missile out and launch.
The M61A2 uses 20mm rounds, though smaller than the GSh-30-1 30mm rounds, it has a advantage. The 20mm rounds are less heavy than the 30mm giving the 20mm rounds a 3,300 ft/sec muzzle velocity compared to the 30mm rounds 2820 ft/sec muzzle velocity, this gives the F-22 a clear advantage in supersonic dogfights.
Lets also not forget about fire rate. The fire rate of the M61 is 6600RPM while the GSh is only 1800, the design of the M61's multiple barrels allows longer firing time without overheating.
So while the PAK-FA has to fire in bursts to prevent overheating of the single barrel gun, the F-22 can sustain a continuous fire rate of 6600RPM.
- Engines
The F-22 has superior engines to the PAK-FA, the F-22's top speed is over Mach 2.4 compared to the PAK-FA's speed is somewhere around Mach 2.3/2.4 (so around the same), but the F-22 also has a much longer range than the PAK-FA. The F-22's supercruise also allows it to fly at Mach 1.2 without using it's afterburners.
PAK-FA Advantages- Maneuverability
The PAK-FA has 3D Thrust Vectoring which gives it a advantage in maneuvering, though the F-22 has a better thrust-to-weight ratio I would still consider the PAK-FA to have better maneuverability with the 3D vectoring.
- Avionics
Even though I stated the F-22 has superior avionics the PAK-FA also offers something the F-22 does not have. L-Band radar on the wings and back of the aircraft giving it a limited range 360º radar coverage.
The PAK-FA also has IRST (Inferred Search And Track) which has a maximum range of about 50km, it would be hard for the PAK-FA to find the stealthy F-22 with it but it does give a advantage close in. The PAK-FA's IRST would only detect the F-22 at a range no farther than 20km. - Ground Attack/Multirole Capability
Though the F-22 has ground attack capability with JDAM's or Small Diameter Bombs it is nothing compared to the PAK-FA.
The PAK-FA can carry pretty much any Russian ground attack munition the Su-27/MiG-29 can, giving the PAK-FA a clear advantage in ground attack capability.
So the winner for air-to-air combat? The F-22 will obviously dominate this role.
