PS4 is definitely a good choice. though for whatever reason you need playstation plus to do some of the "raid" missions

Timed-exclusive. Exclusives are reasons to get consoles, timed-exclusives just make you wait a bit longer.

I look at it this way: either be required to pay every month to even play the game(Xbox), or get most of it and have the option to get everything if you pay every month(Playstation).

They did say that it would make sense, but they haven't confirmed that they would do it, they would think about it.
So far, they haven't said that they would do it, they only showed interest.
So, yeah, chances are high, but so far, they haven't said anything but that they have interest in a PC version.
