theories: a new faction, such as a family or a zealot group dedicated to the diamond. it possibly runs through a family heritage, or there is a zealot group worshipping the diamond dedicated to protecting the diamond throughout time. (muslims)

or

there's a special taskforce within the police that deals with heavy stuff like this, and has elite units that are ultimately better than normal SWAT cloakers.
