Napolean wasn't actually that short, French inches at the time were longer than British/US inches, so it translated incorrectly. Not to mention, people in the last century are much taller than beforehand, due to healthier diets.

As far as I'm aware, it was.
He was supposedely average if not slightly above-average height for the time.
Wikipedia says he was 1.8m, or 5' 9", which wasn't short at the time. (It's not particularly short today, apparantely average UK male height is 5' 10")
