You could use an oscillating cam and shaft system hooked up to a small, quiet motor.
Tie one end of a length of fishing line to the end of the shaft, tie the other end to a post on the rocking chair.
Be sure to use a small, slow motor to give the illusion of an invisible grandmother rocking back and forth
