You mean drawing the actual tiles by hand or having a program that can place these tiles without drawing them together in an image editor?

This looks like a solid program.
If you dont mind spending a few bucks you get the beta and all updates from then onward.

Could probably also cop a free one but just make sure you get one that's either very useful or recently updated

do you mean the Game Character Hub that is meant to accompany RPG Maker (VX Ace)? it's not free. but it's pretty nice imo. it has a lot of pre-made parts which are ok. but more importantly it has layers and previews of the animation(s) for the sprite that update whenever you make changes
but it's not free

v1.0 is not free, but there are older versions (that are free) on the aseprite website.
