Problem with GIF Files

A big problem. I try to save the file as a .gif file, it saves, but only one frame. I try to open this file as profile photo, and it doesn't apply. Help me if you can. Oh, here's the link to view the .gif file.

The image needs to be at 75x75 size. Meaning: A big rectangular GIF won't work.

Because it's limited to something like 1 kb. I always have to get my files under 1 kb to upload it. Badspot needs to up the max file size or something.

It takes up 20 kb. Like, the file. My current picture is exactly 1 kb.
