Why do websites throttle me when they realize im downloading 13 MB/s?

this happens to me too. exceept i download at 3-8 mbps on average and usually it stops for a second, and then starts up again at 150 kbps.

i was trying to download a rinse fm podcast earlier today at my bro's house and it took literally 30 minutes, because of the same issue.

on a great day i'll have a speed of 5-13 mbps. speedtest.net says i have 45mbps.
