No emergency notifications on my iPhone

You know that loud noise that goes off whenever there's a flash flood warning, on your iPhone? Well, for some reason, mine does not do that. I have iOS 7.
And I've gone too notification settings and it's not there. Nothing.
Is there some way to enable it? I want to be alerted. I don't care about stuffting my pants if I'm wearing my headphones and it goes off. I don't care about waking up from it.
Also, is there any explanation for why I can't enable it in notification settings? It's supposed to be there, according to some iPhone help websites.
I have an iPhone 4 and my carrier is Verizon Wireless. I am running iOS 7.
