You know you can't just throw money at something hope something works right? The terrorist aren't going to come to the USA in a boat an announce themselves once they hit the shores. They will just try to blend in with the people and work from behind the shadows.
Look at those two Chechen boys that bombed the Boston marathon. They didn't go "hey were going to blow up your people!". Instead they built a homemade bomb with a pressure cooker and some gunpowder, then they hid it in a box in a place where no one would notice it and had it go off when everyone's guard was down.
