Yes. He can revoke building privileges on his server. And that's exactly what he did.

Yeah, a few years back he demonstrated banning from building. It is the Dwand but modified so when it hits someones bricks it announces that they are banned from building and it clears their bricks. It stores the players BL_ID and bans them from building.
