This is a really fun game I found in which you control a little guy who goes through water-related puzzles. The trick is, you have to hold your breath whenever he is underwater. It's really great.

does anyone have a method to "win" this?

there's an alternate route you can take by after causing the water to rise, then going back towards the beginning into a hole that was blocked by those floatable blocks

Ha, my weird affinity for pools finally pays off for video games!
Really though, holding one's breath isn't very hard when you're just sitting still playing a game.
