Also the state of Texas isn't making these textbooks afaik. If any blame is to be saddled it's with the textbook companies and their lobbyists that pay huge sums of money to let this stuff slide

Segregated colleges WERE inferior in quality.
Also McGraw-Hill is loving RENOWNED for the stuff quality of their textbooks. The only reason people buy them is because they've been subsidized to the point that they're actually within the budget constraints of the school.
